Argentina LNG represents a significant energy initiative aimed at transforming unconventional gas sourced from the Vaca Muerta field into liquefied natural gas for export purposes. With a US$51 billion investment, the initiative – led by state-owned oil company YPF in partnership with Italy’s Eni and the UAE’s XRG – would strategically position Argentina as a global energy supplier. Operations are anticipated to commence between 2027 and 2028. The project would signify a pivotal moment for the Argentine economy. It also presents an unparalleled urban and demographic challenge. According to the 2022 census, Punta Colorada, a town near the Gulf of San Matías in Río Negro province that will serve as the epicentre for the project, had a mere 4 residents. Once a site of iron mining and a modest export port, it must now swiftly adjust to a new reality before the opportunity is lost. The most analogous recent precedent to the Punta Colorada case is that of Añelo, the town nearest to the Vaca Muerta oil field. Due to the absence of urban planning, the project’s development, coupled with a significant influx of residents, resulted in the saturation of existing infrastructure. This situation has led to operational inefficiencies, cost overruns, and constraints in leveraging the area’s economic potential.
In an effort to address this issue, the Laboratorio de Ideas Sostenibles, an urban innovation team backed by the Harvard Innovation Lab, has developed a comprehensive master plan for the region. The document, a non-binding private initiative developed in collaboration with Grupo Terbay, outlines a strategic framework and visual guide for the long-term development and organization of the space. The project infrastructure necessary for Argentina LNG entails the installation of pipelines to link the 437 kilometres that separate Vaca Muerta in Neuquén from Punta Colorada, situated on the coast of Río Negro province. In the town, marine terminals will be established to function as floating liquefaction units, with a future expansion phase planned for their conversion into onshore facilities. The gas will subsequently be exported through the port via ships. In contrast to Añelo, the researchers indicated that the Punta Colorada project ought to be envisioned as a “new territorial hub planned from the outset.” Their proposal for the development of Punta Colorada is structured around three pillars: production, which involves planning logistical and industrial support linked to the energy system; tourism, aimed at diversifying the town’s economy; and environmental considerations, which integrate the natural environment as a strategic asset. Joaquín Tomé informed that Argentina LNG will not merely export hydrocarbons but will also generate “added value” for Punta Colorada.
Considering the diverse natural flora and fauna present in the Gulf of San Matías region, it is evident that nature-based tourism represents a sector poised for significant growth and opportunity. Tomé observed the presence of an ecotone adjacent to Punta Colorada. This represents a natural transition zone where two distinct ecosystems converge and interact. In this specific instance, there exists an exceptionally rare variety of algae that is exclusively located in seven distinct regions across the globe. “The urban development proposal also takes into account the area’s environmental value, which we aim to preserve as a top priority to enhance the environment as well as tourism,” he stated. Tomé recognised that engaging in hydrocarbon-related activities in an area characterised by significant biodiversity carries inherent environmental risks. “The probability isn’t zero, but it is quite minimal because these types of operations are generally very tightly controlled,” he clarified. The study estimated that the maximum population that could eventually reside in Punta Colorada is approximately 25,000 residents. The socioeconomic profile of the area is expected to surpass that of neighbouring towns, attributed to the elevated wages earned by oil workers. Tomé explained that, while they cannot yet estimate how many people will arrive on the vessels that will load the gas for export, the move will entail “significant population movement from the ships to the mainland for various types of activities, whether recreational or service-related.”
Projects aimed at harnessing natural resources, including Argentina LNG, are proliferating across Argentina. This indicates that various towns and cities nationwide may unexpectedly need to adjust swiftly to sudden transformations. Numerous projects are associated with the extraction of minerals like lithium and copper in Argentina’s northern provinces adjacent to the Andes mountain range. “I believe there are some opportunities, both in San Juan and in Catamarca, where there is intensive mining activity,” Tomé said regarding the possibility of replicating the Punta Colorada initiative. However, he expressed scepticism regarding the existence of “a flood of cities with 25,000 people in Argentina similar” to Punta Colorada. Tomé grounded his argument in the observation that the export of mining products lacks the technological intricacies associated with oil and gas. His statements cast doubt on remarks made a few months ago by the Minister of Deregulation, Federico Sturzenneger, one of the cabinet members most aligned with President Milei’s economic ideas. Sturzenegger recently asserted that mining investments over the next thirty years would draw one million new residents to Catamarca, while San Juan would see an influx of approximately 800,000 residents.
